While it might not be easily seen here, these streetlamps have compact florescent bulbs. In a country that still has the typical Soviet mentality of "it's not my job to care," this was a welcome sight.
However, when I went back to this park today, I saw a lot of the streetlamps with the incandescent bulbs again. Which might mean that my hope was misplaced, or somebody's business stood to suffer if people adapted florescent bulbs, or the electric supply in the area was not stable enough, leading the expensive florescents to burn out too quickly. Or any number of other excuses. There's always an excuse available.
