A "Before and After."
From the "What the hell is that" department.
When I first came across this, that was my exact reaction. But whatever it was, I knew I had to get a photo of it. But my wife knew right away. Being born and raised in the Soviet Union, she'd seen these many times before. This is a Polesye class hydrofoil, now more or less permanently moored in Chernigov, Ukraine.
